About the Role:
The Air Force Test Center is looking for a Full-Time Position Director of Base Operating Support Services (NH-0301-04) to work at the 412th Test Wing, Operating Location Air Force Plant 42 (412TWOL-AFP-42) at Air Force Plant 42 Edwards Air Force Base, California.
The purpose of this position is to execute the Air Force Plant 42 Base Operating Support mission, to serve as the organizational leader and to serve as supervisor/manager, providing planning, directing, organizing, and exercising control over employees assigned to 412 Test Wing, Operating Location (OL), Air Force Plant 42.

Location: Palmdale, CA (Edwards Air Force Base)
Typical 2024 salary range: $142,094 – $191,090 per year (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: Up to 25% travel possible

Desired Skills:
– Knowledge of complex and varied base operations support mission requirements for the Government-owned Contractor Operated industrial production plant as well as management/leadership/collaboration requirements to work in support of the Air Force Life Cycle Management Center Acquisition Environmental and Industrial Facilities Division's mission.
– Knowledge of ground/industrial/aviation safety and physical security regulations, practices, and procedures in relation to the industrial production plant's protection.
– Ability to plan, organize, and direct the industrial production plant's functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
– Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures.
– Ability to analyze, plan, coordinate, and adjust work operations in support of the industrial production plant enterprise comprised of multiple mission partners, various organizational segments, defense contractors, federal, state, county and local city officials, union representatives and community groups to meet mission requirements and objectives within available resources.
– Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to communicate both orally and in writing, develop professional presentations for senior leadership as well as deliver/brief higher headquarters, distinguished visitors to include community groups, key customers and coordinating officials.
– An advanced Degree(s) such as a Master’s or Ph.D. is highly desired.
– Previous experience at an installation, Numbered Air Force, MAJCOM or Headquarters Air Force is highly desired.
Major Duties:
– Plans, organizes, and oversees the Base Operating Support (BOS) activities of the common area for Air Force Plant 42. Develops strategic goals and objectives to execute the BOS and airfield management mission in support of the aircraft production mission at GOCO leased sites and the common area of Air Force Plant 42.
– Oversees complex coordination between work groups in/outside the organization as well as ensures proper coordination on support aspects impacting services to Air Force real property lessees and overall support to and security of the industrial preparedness mission.
– Identifies key issues affecting the group-level equivalent organization, including political, economic, social, technological, and administrative factors; establishes program and policy goals necessary to implement the organization’s mission and strategic vision. Reviews and structures organization to optimize use of resources and maximizes efficiency and effectiveness.
– Integrates, coordinates and executes cross-center objectives and directions between AFLCMC/EZV Acquisition Environmental and Industrial Facilities Division and AFTC/412th Test Wing.

– U.S. Citizenship
– Must be able to obtain and maintain a TS/SCI Security Clearance
– Position requires drug testing
– Occasional travel away from regular duty location may be required.
– May be required to work irregular duty hours including evenings, weekends, and/or holidays.
