About the Role:
The Air Force Test Center is looking for a Full-Time Element Lead and Supervisor (NH-0855-03, NH-0854-03, NH-01550-03 or NH-0801-03) to work at the 96 Test Wing,96 Cyberspace Test Group, Detachment 1, 48 Cyberspace Test Squadron (Det 1, 48 CTS/CCEL) at Edwards Air Force Base, California.

In this position you will serve as the element lead and supervisor of the Cyber Contested Environment Laboratory performing professional scientific/engineering work in support of projects/programs pertaining to the developmental test and evaluation of Department of Defense (DOD) and commercial Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), weapon systems, offensive and defensive avionics system and related support systems. Focusing on all cybersecurity test and acquisition activities in the Detachment and across the Squadron.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2024 salary range: $101,121 – $156,323 per year (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: Up to 25% travel possible

Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.

Desired Skills:
– 3-5 years of experience in supervising and leading a small group
– 1-2 years of experience managing a laboratory in the development and research of new technology and field solutions to meet internal requirements is highly desired.
– 2 years of experience implementing software or hardware to augment tools and equipment used in testing weapons systems is highly desired.

Major Duties:
– Exercises supervisory personnel management responsibilities. Plans work to be accomplished by subordinates, sets, and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
– Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Providing planning, directing, organizing, and exercising control over nonsupervisory employees.
– The incumbent works with the test teams to assure an integrated approach to test activities. This includes the identification and appropriation of test requirements and resources including modeling and simulation capabilities, system integration Laboratory support, flight and ground instrumentation support, data analysis systems, ground based test facilities, integration of weapon systems and subsystems including command, control communications, computers, cyber, intelligence, surveillance, reconnaissance (C5ISR), offensive and defensive avionics systems and related support systems test.
– Serves as a consultant and expert in electronics engineering, computer engineering or computer science work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems.

Qualifications/Requirements:
– U.S. Citizenship
– Obtain & maintain Security clearance.
– This is a designated Drug Testing Position.
– At least 3 years’ experience as Electrical/Electronic Engineer, Computer Scientist or Computer Engineer required.
– Defense Acquisition Work Improvement Act (DAWIA) certification (Level ll) – must be able to obtain certification within 1-2 years of assignment.
– Knowledge of professional concepts, principles, techniques, and practices of specialized multiple engineering disciplines.
– Knowledge of flight and laboratory air vehicle test conduct, coordination and supervision, data analysis/evaluation and applicable flight test truth sources, modeling and simulation, technical report preparation, and administrative aspects of flight test programs.
– Ability to plan and organize work and coordinate/communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations.
– Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
