About the Role:
The Air Force Test Center is looking for a Full-Time Security Specialist (NH-0080-03) to work at the 96 TW, 96 Cyberspace Test Group, 48 Cyberspace Test Squadron, Detachment 1 at Edwards Air Force Base, California.
The 48 CTS/Det 1 provides specialized knowledge/technical expertise for cybersecurity T&E of aircraft and weapons systems; and operates and maintains the Test, Techniques, and Training (T3) Cybersecurity Contested Environment Laboratory within the Integrated Facility for Avionics System Testing (IFAST) at Edwards. We are seeking a highly skilled and motivated individual to join our Security team as the GSSO. In this position you will implement and administer the information, physical, personnel and industrial security programs. You will also administer collateral and SAP level security, develop and implement Cybersecurity RMF Processes and other related functions as needed.

Typical 2024 salary range: $101,121 – $156,323 per year (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: Up to 25% travel possible

Desired Skills:
– Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: applied working knowledge of a broad range of security disciplines, concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, technique equipment, and methods to a variety of work situations and various levels or degrees of security controls.
– Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.
– Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security to include knowledge of required Special Access program (SAP) and sensitive compartmented information (SCI) security procedures.
Major Duties:
– Implements and administers the SAP Information Security Program; Serves as a Security Professional for the testing, fielding and protection of advanced and Special Access Program resources and technologies.
– Oversees the operation and management of Self-Assessment, Exercise, and Inspection programs
– Implements and administers the Personnel Security Program. Establishes local procedures for processing access requests for military, civilian and contractor personnel. Initiates and reviews all requests for personnel security investigations consistent with current directives.
– Implements and administers Industrial Security Program. Review and coordinate on contractor visitor security group agreements and DD Form 254, Contract Security Classification Specifications for technical accuracy, extent of security protection required, and sufficiency of classification guidance prior to approval. Reviews solicitations and contractor documents to ensure they include the appropriate security clauses and language.
– Implements and administers the physical security program. Implements DOD, USAF, DIA and MAJCOM policies and directives for the construction, protection and operation of all advanced programs facilities to include Sensitive Compartmented Information Facilities (SCIFS).
– Prepares accreditation packages to include fixed facility checklists, facility and alarm diagrams, inspectable space determinations, and other essential physical security documents for approval by ACC, DIA, SAF/AAZ and AFOSI/PJ
Qualifications/Requirements:
– U.S. Citizenship
– Must be able to obtain/maintain Special Access Program and Sensitive Compartmented Information access eligibility
– Some temporary duty (TDY) travel may be required
– The incumbent will be subject to random drug testing
– Department of Defense Security Fundamentals Professional Certification is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DOD Security Accreditation and Certification.
– Knowledge of information, industrial, physical and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
– Knowledge of Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security procedures.
– Skill in developing, analyzing and evaluating SAP security programs to meet mission requirements and improve the security program for the organization.
– Ability to establish effective professional working relationships with co-workers and customer, contributing to a cooperative working environment and successful accomplishment of the mission.
