About the Role:
The Air Force Test Center is looking for a Full-Time SUPERVISORY FORCE DEVELOPMENT SPECIALIST (NH-0301-03) to work at the 412 Test Wing, 412 Mission Support Group, 412 Force Support Squadron, Force Development Flight (412 FSS/FSD) at Edwards Air Force Base, California.

Exercises second level supervisory and managerial authorities over the Force Development Flight activities assigned to the Force Support Squadron. Oversees the Education and Training programs for military/civilians assigned to the installation.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2024 salary range: $101,121 – $156,323 per year (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: No travel
Incentives: This position MAY be eligible for a recruitment/relocation and student loan repayment incentive . Specifics will be discussed with the Selecting Official.

Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.

Desired Skills:
– Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
– Skill in effectively organizing and utilizing available community resources within the program framework to augment the program to meet installation objectives.
– Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.

Major Duties:
– Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinate unit chiefs on a wide range of education, training, and administrative issues.
– Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures.
– Evaluates requirements for additional resources submitted by subordinate supervisors, and balances organization needs with overall mission requirements and resource interests.
– Responsible for preparation, management, execution and fiscal oversight of the flight's appropriated and non-appropriated fund (APF/NAF) budgets.

Qualifications/Requirements:
– U.S. Citizenship
– Obtain & maintain Security clearance
– Knowledge of objectives, policies, procedures, or pertinent regulatory requirements affecting military and civilian education/training programs.
– Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
– Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
