About the Role:
The Air Force Test Center is looking for a Full-Time Community Services Specialist (NH-1101-03) to work at the 412 Test Wing, 412 Mission Support Group, 412 Force Support Squadron, Community Services Flight (412 FSS/FSW) at Edwards Air Force Base.

To provide front-level supervisory and managerial authorities to the Community Services Flight activities as assigned by the Supervisory Community Services Flight Chief. Provide focus and strategic direction IAW local and HHQ guidance.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2024 salary range: $101,121 – $156,323 per year (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: Up to 25% travel possible

Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.

Major Duties:
– Assists Community Services Flight Chief in planning and direction for the operations within the flight to include outdoor recreation, club, golf course, arts and crafts center, bowling center, auto hobby center, community center, and embedded snack bar operations.
– Assists Community Services Flight Chief in preparing APF and NAF budgets, which include the expenditures required to conduct the assigned programs.
– Ensures sufficient equipment (according to AFSVC standards) and supplies are available to provide comprehensive programming.
– Approves purchase order requests for supplies and equipment. Develops, prepares, and documents a five-year plan to replace or repair program equipment, uniforms, and supplies.
– Assists Community Services Flight Chief in determining the adequacy of facilities, identifies additional needs, recommends facility construction/alterations and renovation projects, and monitors repair and maintenance of existing facilities and equipment.
– Coordinates with Civil Engineers, Communications, and other base agencies regarding requirements for maintenance and repair of facilities and purchase and installation of new equipment.
– Coordinates and implements plans and policies to ensure facilities and programs are following established safety, fire, and environmental directives.
– With the guidance of the Community Services Flight Chief, develops, implements, monitors, and documents a comprehensive training program to ensure all staff members possess the necessary skills and knowledge for their position.
– Identifies training requirements and implements training programs for personnel and volunteers according to their individual needs and requirements and updates skills required because of new equipment, materials, or changes in operations.
– Use data collection methods to inform decision-making. Improve and standardize key work processes while removing bottlenecks and overcoming limiting factors.

Qualifications/Requirements:
– U.S. Citizenship
– Obtain & maintain Security clearance (if applicable)
– This is a designated Drug Testing Position (if applicable)
– Knowledge of APF and NAF business and trade practices, characteristics, and methods of administering, delivering, and evaluating Food and Beverage operations
– Knowledge of program and facilities management, safety, fire, and environmental regulations, practices, and procedures, as well as facility design and equipment selection and purchase
– Skill in teaching and communicating effectively with others both orally and in writing to promote and report on the program to resolve problems and answer questions relating to the program
– Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of the assigned programs; and effectively organizing and utilizing available resources within the program framework
