About the Role:
The Air Force Test Center is looking for a full-time, permanent Procurement Analyst (NH-1102-04) to work at the Air Force Test Center Small Business Directorate (AFTC/SB) at Edwards Air Force Base, CA.
The ideal candidate will be a Small Business expert with top-notch analyst and communication skills who ensures organizational objectives and contract execution align with AF/DoD doctrine and fulfill program objectives and who provides authoritative recommendations to higher management on Small Business contracting matters.

Typical 2025 salary range: $145,180 to $195,200 (includes locality)

Major Duties:
- Based on detailed knowledge of the organization and its programs and operations combined with expertise in Small Business, serves as the senior civilian business advisor in the organization and the senior technical authority on SB use during procurement planning meetings. Researches, interprets, analyzes and applies procurement guidelines, policies, and regulations, impacting a cross-section of programs. Established metrics and analysis systems to ensure oversight of the Small Business portfolio.
- Serves at the Small Business Representative for the organization, consistent with FAR, as supplemented, and guides overall Small Business advocacy activities. Ensures continuously evolving statutory requirements and acquisition reform initiatives are reflected in requirements packages, requests for proposals, and evaluation methodology and documentation. Implements Small Business Compliance Program.
- Directs one or more subordinates. Provides advice on determining acceptability of proposed subcontracting plans. Mentors subordinates on Small Business requirements.
Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Secret Security clearance
- This is a designated Drug Testing Position
- DAWIA Certification in Contracting, Level 1
- Financial Management Statement: Must file an OGE-450, Confidential Financial Disclosure Report. Employees are required to attend annual ethics and procurement integrity training.
- Work may require travel away from the normal duty station on military or commercial aircraft for up to 30 days per year.
- Comprehensive knowledge of Small Business policies, principles, concepts, guidance, procedures, techniques, regulations, statutes, laws, contract types, private business practices, and market conditions concerning acquisition and contracting processes and initiatives.
- Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, AF, AFMC, AFTC, and organizations that govern, interface with, and/or influence the small business/contracting/acquisition processes.
- Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
- Ability to communicate both orally and in writing – clearly, concisely and with technical accuracy.
