About the Role:
The Air Force Test Center is looking for a Full-Time Chaplain (GS-0060-11) to work at the 412 Test Wing, Wing Staff Agency, Office of the Chaplain (412 TW/HC) at Edwards Air Force Base, California.
The primary purpose of this position is to manage the installation Catholic Program and to assist the Wing Chaplain in fulfilling the Chaplain Corps’ mission of ministry to the Roman Catholic personnel at the installation. This includes providing Catholic religious services and religious education, managing the non-appropriated fund budget, providing leadership and feedback to support staff and volunteers, monitoring all Catholic contracts and maintaining a liaison with the Roman Catholic Church through the Archdiocese for the Military Services (AMS) in order to meet the needs of the Catholic military personnel assigned, their families and other authorized personnel of the Catholic faith.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2024 salary range: $84,366- $109,673 per year (includes locality)
Telework Information: Position not eligible for telework
Travel Requirements: Up to 25% travel possible
Incentives: This position MAY be eligible for paid relocation (Permanent Change of Station (PCS) costs MAY be paid). Specifics will be discussed with the Selecting Official.
Remote/Alternate Workplace information: Duty locations may alternate between Edwards Air Force Base, California and Palmdale, California.
Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.
Desired Skills:
– Knowledge of Scripture, teachings of the Roman Catholic faith and Canon Law, and the role of Catholic clergy in a diverse and pluralistic military religious environment.
– Ability to work well with chaplains and religious affairs airmen in an ecumenical/interfaith-setting and oversee a comprehensive Catholic religious education program serving adults and children.
– Ability to assist in traumatic stress response counseling, pastoral crisis intervention and suicide prevention counseling.
Major Duties:
– Plans, organizes, and directs the activities of the installation Catholic community, ensuring that the Catholic program complies with legal and regulatory requirements and those of AMS and meets customer needs.
– Represents the organization and the Catholic Community to a variety of installation and functional area organizations.
– Provider of Roman Catholic worship, liturgy, rites and pastoral care.
– Exercises management oversight responsibilities.
Qualifications/Requirements:
– U.S. Citizenship
– Obtain & maintain Security clearance
– Must be an ordained Roman Catholic priest in good standing with the Archdiocese of Military Services and must maintain a valid DD Form 2088 signed by the latter for the duration of employment.
– Subject to background investigations including STATE CRIMINAL HISTORY REPOSITORY CHECKS(SCHRC).
– May be required to work a non-traditional work schedule to include over-time on holidays, evenings and weekends; schedule will be set in coordination with the Wing Chaplain. May be required to be in anon-call status to respond to emergencies.
– Must be able to maintain a good working relationship with staff members and the Catholic Community.
– Must remain current in all required training.
– Must take an annual spiritual retreat, as required by Canon Law, and participate in biennial AMS convocation.
– Ability to communicate effectively both orally and in writing.
