About the Role:
The Air Force Test Center is looking for a Full-Time Interdisciplinary Physical Scientist/Community Planner (NH-1301/0020-03) to work at the 412th Test Wing, 412th Civil Engineer Group, Environmental Management Division, Assets Branch (412 CEG/CEVA) at Edwards Air Force Base, California

In this position you will serve as an Environmental Planner that manages and implements the Conservation Program while ensuring compliance with applicable Federal, State, and local statutes, and regulations. This position identifies problems, coordinates, and develops solutions that ensure environmental issues/concerns and mission requirements are incorporated into planning documents and are captured for all planned activities. The position manages, guides, directs, and leads challenging projects, and works independently with regulatory agencies, other federal agencies, and installation organizations on large complex projects requiring environmental compliance, monitoring, mitigation, and preparation of detailed environmental documentation.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2024 salary range: $101,121 – $156,323 per year (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: Up to 25% travel possible

Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.

Desired Skills:
– 5 years of experience in the applied use of Geographic Information Systems (GIS), Global Positioning Systems (GPS) or other technology capabilities relevant to mapping and analysis involving Cultural and Natural Resources, Environmental Compliance, and Environmental Planning
– 5 years of experience participating in Environmental Planning
– 2 years of experience supporting the Environmental Impact Analysis Process
– Experience with managing Cultural and Natural Resources in the Mojave Desert desired

Major Duties:
– Expert Environmental Planner responsible for managing large multi-faceted projects requiring highly complex analysis over multiple disciplines and areas
– Serve as innovative long-range planner, subject matter expert, and primary interface with Air Force and regulatory legal counsel, technical staff, and stakeholders
– Independently leads and guides others in formulating and executing diverse, highly complex projects to ensure all requirements are achieved
– Works closely with other program and project managers to ensure program/project environmental issues are identified, fully developed, and strategies for success are in place

Qualifications/Requirements:
– U.S. Citizenship
– Obtain & maintain Security clearance (if applicable)
– If selected as a Physical Scientist: Degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education
– If selected as a Community Planner: Degree in community planning or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance OR courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education
– Mastery of environmental engineering/scientific concepts, principles and practices enabling employee to serve as expert and technical authority on a variety of issues related to environmental planning
– Detailed knowledge of laws, regulations and guidelines as they apply to environmental planning including standard contracting mechanisms, practices, and procedures
– An ideal candidate would possess knowledge of related engineering/scientific disciplines and knowledge of Test Wing operations and processes as they apply to environmental management
– Ability to assess the impacts of proposed programs /projects on the region's environmental resources while incorporating mission needs to achieve a sound balance
