About the Role:
The Air Force Test Center is looking for a Full-Time Supervisory Child Development Director (NH-1701-03) to work at the 412 Test Wing, 412 Mission Support Group, 412 Force Support Squadron, Child Development Center (412 FSS/FSYC) at Edwards Air Force Base, California.

To exercise second level supervisory and managerial authorities over a Child Development Center program by planning, organizing, coordinating, and overseeing the day-to-day operations. The early childhood education program is designed to promote children’s physical, social, emotional, and cognitive growth from 6 weeks to 5 years of age. Provides oversight of a variety of developmental services through center-based programs of full day care, hourly care and special needs care.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2024 salary range: $101,121 – $156,323 per year (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: Up to 25% travel possible

Desired Skills:
– 4 years prior Air Force Child and Youth Programs experience desired.

Major Duties:
– Plans, organizes, and oversees the activities of a Child Development Center, ensuring the programs comply with legal and regulatory requirements and meets customer needs.
– Develops goals and objectives that integrate organization and Child Development Center objectives. Researches, interprets, analyzes and applies Public Law, DOD, USAF, and MAJCOM regulations, directives, manuals, and operating instructions pertinent to the administration and operation of the Child Development Program.
– Plans work for accomplishment by subordinates, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
– Develops, administers and evaluates an ongoing program of individual and group developmental and educational activities for staff implementation and execution. Provides oversight in the care of full day, part day, and specialized settings.
– Ensures cognitive, physical, and emotional growth of children ages 6 weeks to 5 years or those with physical, intellectual and/or developmental disabilities and function on an age comparable to those previously stated.
– Exercises 2nd level (or higher) technical and administrative supervisory personnel management responsibilities for 25% or more during duty time.
– Gives advice, counsel, or instruction to subordinate supervisors/leads on both work and administrative matters.
– Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
– Responsible for administration and disbursement, (within the established system), of the annual NAF and APF budgets, to include salaries, contracts, purchasing, travel, training, contracted services, capital expenditures, etc.
– Responsible for the financial operation of the Child Development Program, the facilities, grounds, equipment, health and safety. Ensures program meets established financial goals.

Qualifications/Requirements:
– U.S. Citizenship
– Obtain & maintain Security clearance
– This is a designated Drug Testing Position
– Degree: that included or was supplemented by major study in education in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or a Combination of education and experience — courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study.
– Must be able to pass a pre-employment physical
– Must be able to obtain Food Handler’s, First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements.
– The work may require the employee to drive a motor vehicle. Incumbent must possess and be able to maintain an appropriate, valid driver’s license. An annual driving record check is required.
– This position has been identified as having "regular contact with children." In accordance with (IAW) Public Law 101-647 Section 231, and Public Law 102-190, Section 1094. A FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
– This position is subject to random testing for drug use IAW AFI 90-508.
– May occasionally be required to work other than normal duty hours to include weekends, holidays and evenings. Incumbent may be required to work a split shift to meet supervisory or program requirements.
– Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management.
– Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.
– Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives.
– Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
