About the Role:
The Air Force Test Center is looking for a Full-Time Chief, Program Security and Cyber Ops (NH-0080-04) to work at the 412 Test Wing Information Protection Office (412TW/IP) at Edwards Air Force Base.

The primary purpose of this position is to serve as the Air Force Test Center (AFTC) Government Special Access Program Security Officer (GSSO) and principal security advisor to the Center and Wing Special Programs Office (CSPO).

Location: Edwards, CA (Edwards Air Force Base)
Typical 2025 salary range: $145,180 – $195,200 per year (includes locality)
Travel Requirements: Up to 25% travel possible

Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.

Desired Skills:
– Minimum 5 years of extensive experience in DOD Special Access Program management and compliance
– Minimum 5 years of extensive experience in DOD organizational security program management
– Minimum 5 years of experience developing and prioritizing organizational Information Protection and Information Security Program goals and missions
– Experience in DOD acquisition security supporting Research, Development, Test and Evaluation. To include security policies and practices, planning, funding and multi-program security management.
– Previous experience at the installation, Center, Numbered Air Force, MAJCOM or Headquarters Air Force is highly desired.

Major Duties:
– Exercises second-level supervisory personnel management responsibilities, assigns work to subordinates based on priorities, selective consideration of difficulty and requirements of assignments and capabilities of employees.
– Analyzes, develops and evaluates plans, goals and objectives for Center and Wing strategic planning and long-range implementation of installation-wide programs, ensuring compliance.
– Provide higher level management direction to Center and subordinate level units and organizations specific to Special Access Program (SAP) security management and compliance.
– Develops and prioritizes organization security and information protection performance goals and mission objectives; develops operating procedures and plans, acquisition security concept and implementation plans; sets overall priorities and objectives for security personnel; assesses progress toward objectives; identifies problems and takes appropriate corrective action; evaluates new concepts and ideas of technical and management importance.
– Establishes, develops and maintains effective working relationships with senior leadership and MAJCOM, Air Force, DOD and other federal agency representatives.

Qualifications/Requirements:
– U.S. Citizenship
– This is a national security position. Must be able to obtain/maintain a Top Secret/SCI security clearance.
– Subject to Temporary Duty Assignment (TDY by military or commercial aircraft approximately 45 days per year.
– The incumbent will be subject to random drug testing.
– Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
– Mastery of Special Access Program security, Acquisition security, and traditional Information Protection disciplines, and implementation and compliance requirements of security programs in and related to these areas.
– Ability to plan, organize and direct the functions and staff of a small to medium sized organization.
– Knowledge of security practices and procedures relating to engineering, systems security engineering, physical security, contracting, logistics, manpower planning and other functional concepts, programs, procedures, and practices.
– Ability to communicate orally and in writing, clearly, concisely, and accurately.
– Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
