About the Role:
The Air Force Test Center is looking for a Full-Time Flight Chief (NH-1101-04) to work at the 412 Test Wing, Test Engineering Group, 812 Test Support Squadron (812TSS/ENTI) at Edwards Air Force Base.

The 412th Test Engineering Group conducts Investment and Modernization (I&M) programs to ensure T&E infrastructure continues to meet the needs of the 412th Test Wing RDT&E mission. This supervisory position is responsible for ensuring these acquisition programs are technically feasible and follow disciplined systems engineering, program management, and acquisition principles and practices.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2025 salary range: $145,180 – $195,200 per year (includes locality)
Travel Requirements: Up to 25% travel possible

Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.

Desired Skills:
– Provide acquisition, program management, and execution oversight over projects and initiatives, working closely with the senior leadership team, functional staff, and Squadron leadership on the execution and alignment of common acquisition management such as schedules, security, contract management, cost estimates, and the use of associated tools.
– Deliver and review presentations on program status, accomplishments, problems/analysis/solutions, requirements for support and promotion of program objectives to senior stakeholders. Work with functionals for strategy, development of processes, procedures, tools, and risk reduction and management

Major Duties:
– Serve as the Flight Chief of the Test Support Squadron for the Engineering Test Investments and Improvement and Modernization Programs.
– Plans, organizes, and oversees the activities of the unit. Develops goals and objectives that integrate organization and objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff.
– Represent the organization at higher levels within the organization and contractor organizations. Establish, develop, and maintain effective working relationships with other coordinating members, offices, or organizations within the AF, DoD, and/or external organizations or companies.
– Oversee PM/COR who assesses and conducts surveillance of contract(s) cost/schedule/performance, providing feedback and oversight.
– May oversee progress of contractors in meeting program objectives in support of planning, organizing, and managing the acquisitions.

Qualifications/Requirements:
– U.S. Citizenship
– Obtain & maintain Security clearance
– This is a designated Drug Testing Position
– Must have specialized experience in program management or systems engineering that is typical of work performed at the GS-1101-13/NH-III grade level. Supervisory experience is strongly preferred
– This is an acquisition position and is covered by the Acquisition Professional Development Program. The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act requirements applicable to the duties of the position.
– Incumbent may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
– Expert knowledge of acquisition program management practices and principles.
– Strong knowledge of Outdoor Range, Test Technology, Instrumentation, Airframe, Avionics, and C4ISR systems
– or related systems/subsystems.
– Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
– Ability to maintain good working relations and to provide supervision and training to subordinate technical and clerical personnel as well as to provide technical leadership and project management oversight.
– Ability to communicate effectively with a broad range of personnel, both orally and in writing, and to use modem computer software applications for communications and presentations.
