About the Role:
The Air Force Test Center is looking for a Full-Time Physical Scientist (Air Quality Specialist) (NH-1301-03) to work at 412th Test Wing, in the 412th Civil Engineer Group, Environmental Management Division (412 CEG/CEV) at Edwards Air Force Base.

In this position, you will serve as the Air Quality engineering/ scientific source matter specialist and assist the Air Quality Program Manager in the development, implementation and management of the Air Quality Program and related contract efforts. You will manage installation regulatory compliance with all applicable air quality environmental laws, regulations and policies including periodic compliance evaluation and inspections tracking utilizing the Enforcement Actions, Spills, and Inspections Environmental Reporting (EASIER) guidelines within the framework of 412th Test Wing Environmental Management System (EMS).

Conduct root-cause analysis and develop corrective action plans to resolve all air emissions findings and observations. You will provide experienced air permit application, modification and maintenance support for all local, State and Federal air emissions permits. You will assist all base organizations by providing air quality expertise and assistance in complying with permit-required inspections, air emissions source permitting, and reporting of Air Quality Program requirements.

Assist Air Quality Program Manager with oversight of in-house and off-site contract support activities associated with Air Quality program requirements, including developing and analyzing requirements, developing statements of work, and surveillance of contractor output for quality and technical corrections. A strong candidate would possess 5+ years of environmental regulatory compliance experience at a large facility with multiple air emissions sources and a proven record of regulatory compliance.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2025 salary range: $103,316 – $159,716 (includes locality)
Travel Requirements: Up to 25% travel possible

Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.

Desired Skills:
– 5+ years of environmental regulatory compliance experience at a large facility with multiple air emissions sources with a proven record of regulatory compliance
– 2 years of experience supporting environmental compliance associated with the Air Force test mission
– Direct experience negotiating with Federal, State and local regulatory agencies
– Ability to communicate effectively and provide guidance, recommendations, and assistance to organizations on environmental issues including conformance with laws, regulations, policies, and instructions related to environmental compliance and pollution prevention

Major Duties:
– Support and assist in planning and organizing the activities of the Air Quality program
– Provide air quality expertise and assistance in complying with permit-required inspections, air emissions source permitting, and reporting of Air Quality Program requirements
– Coordinate environmental compliance objectives with a variety of installation and functional area organizations
– Establish, develop, and maintain effective working relationships with senior leadership and applicable regulatory agencies

Qualifications/Requirements:
– U.S. Citizenship
– Obtain & maintain Security clearance
– Education: Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education
– Knowledge of professional environmental engineering principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned program element
– Knowledge to troubleshoot environmental engineering problems requiring investigation and innovative solutions
– Comprehensive knowledge of Federal, State, and local laws, regulations, and other guidance as they apply to environmental compliance, specifically pertaining to air quality
– Ability to communicate effectively (both orally and in writing), clearly, concisely, and with technical accuracy, and establish effective working relationships with others
– Experience with air permit applications and modifications, air emissions calculations, root-cause analysis and development of corrective action plans
