About the Role:
The Air Force Test Center is looking for a Part-Time Position, Paralegal Specialist, NH-0950-02 to work at the Air Force Test Center (AFTC/JA) at Edwards Air Base, in Kern, California up to 32 hours per week.
The primary purpose of this position is to serve as a paralegal specialist and program manager, performing various legal office management, and administrative duties in support of the Staff Judge Advocate (SJA) and staff assigned to the Command in the fulfillment of the office functions as the legal advisors to Air Force Test Center, three subordinate Wings, and 34 geographically separated units.
Location: Edwards, CA (Edwards Air Force Base)
Typical 2024 salary range: $43,646 – $104,016 (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: No travel

Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.
Desired Skills:
– 2 years of experience in the administration of military justice for Air Force Commanders desired
– 2 years of experience administering a military civil/ethics law program desired
– Experience administering a military legal office budget desired
Major Duties:
– Supports management and oversight of courts-martial through the entire case life-cycle.
– Assists the Chief, Military Justice and Staff, as required. Reviews and analyzes Records of Non-Judicial Punishment (Article 15s) for legal sufficiency.
– Ensures the office provides timely and accurate legal advice, legal reviews and legal opinions to the Air Force Test Center Commander, Directors, and Center staff on matters relating to labor law, contracts and acquisition law, and other general law matters.
– Assists in management of Office of Government Ethics (OGE) Public and Confidential Financial Disclosure Reports (OGE Form 278 and OGE Form 450) to ensure timeliness and accuracy in accordance with Joint Ethics Regulation (JER) guidance and conflict of interest rules. Coordinates with the installation ethics manager, as needed, and manages the Center's Office of Government Ethics (OGE) financial disclosure program.
Qualifications/Requirements:
– U.S. Citizenship
– Obtain & maintain Security clearance
– Subject to Temporary Duty Assignment (TDY): Approximately 5 days per year
– Knowledge of rules, procedures, policies, and programs of the Office of the Staff Judge Advocate/Legal Counsel to perform and manage the paralegal and administrative work of the organization to include effective communication and the use of various multimedia programs to execute office support.
– Ability to articulate complex ideas clearly orally and in writing. Ability to organize, analyze, communicate, and administer legal cases and programs.
– Comprehensive knowledge of paralegal duties relating to the areas of military justice, civil law, and ethics.
